To All HSAS Members covered by the HSAS & SAHO Collective Agreement:
Since the previous bargaining update, your Negotiating Committee has met with SAHO on six sets of dates: September 17-19, September 25-27, November 5-7, November 13-15, December 10-12 and December 17-19.
Through the process, the parties have continued to identify articles within the collective agreement which require changes to the existing language to better reflect the amalgamation of the health regions into the single health authority as well as the proposals put forth by the parties. Two such articles are Article 26 – Lay-Off and Work Resumption and Article 29 – Workplace Reorganization. Agreement was also reached on language within Article 26 which better defines a work unit for the purposes of lay offs as well as ensures that laid off employees are automatically considered candidates for future vacancies. Agreed to changes in Article 29 provide an employee affected by workplace reorganization with the ability to vacate their position and access the provisions of Article 26.
Historically, there have been numerous Letters of Understanding (LOUs) signed off between the Employer and HSAS. Many have existed outside of the collective agreement. After discussion, agreement was reached between the parties to add language to LOU#2 – Existing Letters of Understanding and Present Conditions and Benefits to allow for review of all LOUs. Additional language would allow for the identification of those LOUs no longer relevant and those which should be incorporated into a future collective agreement.
Additionally, HSAS and SAHO have discussed extensively, but not yet reached agreement on Article 16 – Allocation of Additional Work, Article 22 – Multi-Site Work, and Unique Classifications. We anticipate that further discussions pertaining to these articles will take place at future dates set.
As we have reported previously, the discussions between the parties have remained respectful. Your Negotiating Committee is looking forward to the resumption of productive negotiations as we work toward achieving the next collective agreement.
