Summer is almost half over. Your Negotiating Committee is looking forward toward resuming bargaining in September. Before then, let’s take a look back at where we ended in June.
The HSAS Negotiating Committee met with SAHO on April 23-25, May 14-16, May 28-30, and June 4-6, 2019.
Over the four sets of bargaining dates, a number of articles were discussed and agreed to by the parties. These articles continue to reflect transition language stemming from the amalgamation of the former health regions, provide clarification of language and processes as well as enhance the access to information for members and Union alike.
Discussions on two articles in particular, Article 10 – Seniority and Article 21 – Classifications and Vacancies resulted in a number of agreed to changes which will take effect upon signing of a new collective agreement. Article 10 will see an improved definition of seniority and a clear process for appeal of seniority hours by members. Article 21 will see an increased amount of detail included in Letters of Appointment, clarification of when a trial period begins when work is commenced in a new position, improved parameters for extension of probationary periods and the expectations placed upon the Employer in the event of an extension, as well as criteria for conditions under which an Employer can offer permanent hours to a part time employee. Article 21 will also see additional language for the posting of vacancies including information to the Union pertaining to unfilled vacancies and language outlining a process for selecting job applicants when they are close in seniority hours.
To date, your Negotiating Committee has found the discussions between the parties to be respectful and productive. The Committee hopes that the positive progress made will continue into the future bargaining dates that have been set.
